Minutes of the Meeting of Old Bolsover Town Council

Held at 6.45pm on Tuesday 9th January 2007 at the Town Hall, Cotton Street, Bolsover, Chesterfield

Present:

Open Forum

The Chair explained that the Open Forum gave members of the public an opportunity

to comment on items which are on the agenda or any other relevant item.

80.Apologies for absence

81.Members’ Interests

Members were reminded by the Chair of the need to complete and keep up to date the Register in-keeping with the Town Clerk's letter.

82.Confirmation of Minutes

 

The minutes of the meeting held on 12th December 2006 were presented as circulated.

ResolvedThat the above minutes be accepted as a true record.

83.Matters Arising

Page 60 - Item 46 (4)

An article has appeared in the Derbyshire Times stating the benefiting charities.

Page 60 Item 67 (3)

The Council's member representative had brought the neighbouring businesses concerns to the attention of the police via the Consultative Committee arrangements.

Page 62

It was confirmed that a personal apology had been received by the parties concerned in respect of the delays investigating the assault complaint.

84.Police Matters

The Constable explained that he was normally based at Shirebrook and had received only short notice to attend the meeting.



(1)Crime Statistics

The Officer referred to a total of 17 crimes in the fortnight period week commencing 26th November 2006. No detection statistics were available.

 (2)Alcohol Control Zones

The Officer advised that there had been regular seizes of alcohol, usually in the possession of young persons, normally at weekends, Fridays in particular.

(3)Beat Officer

The Constable was asked about the non attendance of the regular Beat Officer or the Area Officer as promised by Inspector Smedley.

The Officer advised that P.C. Oldale was not on duty but he would advise the Inspector and P.C. Oldale of the Council's concerns in an endeavour to ensure the Officer was present at the next Council meeting.

The Constable also observed that it was difficult to provide a presence at three parish meetings when they are held on the same night.

Resolved

(1)The limited information available, given the circumstances of short notice, be accepted.

(2)The action taken in respect of the Alcohol Controlled Zones be noted.

(3)The Clerk write to Inspector Smedley to request the attendance of herself or the Beat Officer at the next meeting, highlighting the difficulties caused by a lack of continuity in attendance.

85. Town Clerk’s Report

(1)Bainbridge Hall

The Clerk referred to the proposed 2007/08 schedule of charges and the drive to achieve wider community use.

Resolved

(1)The outcome of the Bainbridge Hall Management Committee Annual General Meeting and any related comment be awaited.

(2)The charges proposed be applied, subject to any matters arising (see 1 above).

(2)Hornscroft Park

The Clerk referred to the engagement of Lanarca and the proposed Friend's Group Constitution.

Resolved

(1)The engagement of Lanarca and their programme of work involved in assisting the pre-application process of the Project Planning Grant be noted.

(2)The proposed Friend's Group Constitution be approved, subject to the observations of the Friends and the ongoing Council representative's opinions and monitoring of the various associated outcomes.

 (3)Henton Memorial Hall

Given the personal content of the subject, the matter be referred into committee.

 (4)Station Road - Old Bolsover Hill

The Clerk referred to talks held with both the Development Agent and Jaquest regarding the proposed joint development.

ResolvedThe Council write to the Head of Planning, as suggested by the Development Agent, providing evidence of the site's previous use and matter be progressed accordingly.

 (5)Market Place Development

Given the financial nature of the information now available, the matter be referred into committee.

 (6)Incidents

The Clerk outlined the various incidents reported at various Council sites 1st to 31st December 2006.

ResolvedThe report be noted.

86.Bolsover Local Strategic Partnership

The Clerk referred to a letter received from the Chief Executive's and Partnership Manager detailing the Partnership thinking associated with Parish/Town Councils.

Resolved

(1)The Clerk write to the Chief Executive's and Partnership Manager outlining the Council's communication ideas, including the use of funds available.

(2)The Council nominate a further representative in support of the Council's existing nomination and the B.L.S.P. be advised accordingly.

(3)The Council's representatives be provided with a copy of all correspondence.

87.Town Centre Management Group

The Clerk referred to the next meeting to be held Wednesday 24th January and the attempts made to ensure take up by businesses and other partners.

Resolved

(1)Attendance and relevance of the group be closely monitored in promoting business interest in the Town's activities and affairs.

(2)Promotion of the Town's Tourism Opportunities be further evaluated as part of the group's discussions.

88.Correspondence Received

The Clerk referred to the items of correspondence and drew attention to:-

(1)The operational date of the Alcohol Control Zone.

ResolvedThe operational date, 15th December 2006 be noted.

Additional Items of Correspondence

The Clerk referred to additional correspondence.

(1)Letter from the Derbyshire County Council Probation Service referring to central government proposals and a perceived loss of local accountability.

ResolvedA letter be sent to the Home Secretary stating the Council's concerns regarding the loss and likely effect of local control.

(2)Letter and AGM papers received from Clowne and District Community Transport requesting nominations for the Management Committee.

ResolvedNo nominations be made.

(3)E-mail received from Councillor Dixon, supported by Councillor Bowler, local elected representatives in respect of information received from Carr Vale Community Association concerning the use of Orchard View Play Area and a seat situated at the top of North View Street.

Resolved

(1)Local members discuss both situations with the local community and other invested parties to determine the best solution(s). The seat be removed if supported by local opinion.

(2)Matters be discussed further at the next Council meeting, February 2007.

89.Planning

Councillor T Rodda, Chair, advised that as a member of the Planning Committee, Bolsover District Council, he intended not to comment on any planning applications.
